How these numbers are produced

Publication and verification are counted separately.
A record appearing in the catalog means we found it. It does not mean we re-confirmed it against the administrator. Those are two different rows in the tables above and we never merge them into one headline figure.
Each layer publishes its own refresh date.
The matters layer and the settlements layer run on separate pipelines that can fall out of step. A fresh date on one is never borrowed to describe the other.
Primary source coverage is a link, not a judgement.
"Carrying a primary source URL" means the record points at a court filing, regulator notice or administrator page. It does not assert that we have re-read that document today.
Nothing here is a payout estimate.
Payout bands are ranges drawn from settlement documents. Actual payments are set by the administrator or the court, not by claimscout.
Counts are live, not cached snapshots.
